Vista BitLocker on Dell GX620

The Dell Optiplex GX620 comes standard with an ST Microelectronics Trusted Platform Module (TPM) v1.2.  The TPM is disabled by default and must be enabled in the BIOS.  However, even after enabling the TPM and properly partitioning the hard drive for BitLocker, Vista reports (from the tpm.msc) that a “TPM cannot be found on this computer”.
